  5.     Peace in Cambodia has proved to be about as elusive as the
  6. sight of John Sununu on the shuttle. But last week brought
  7. progress toward a settlement of the 12-year-old civil war. The
  8. Vietnam-supported government of Prime Minister Hun Sen and three
  9. rival resistance groups -- the communist Khmer Rouge, the
  10. noncommunist followers of former Prime Minister Son Sann, and
  11. the disciples of former head of state Prince Norodom Sihanouk
  12. -- accepted an unconditional cease-fire and a cessation of
  13. foreign-arms supplies. At Sihanouk's prodding, the transitional
  14. 12-member Supreme National Council, made up of representatives
  15. of the four factions, agreed to meet again later this month to
  16. begin work on electoral rules and a new constitution.

  18.     Developments on the periphery might make it easier for the
  19. warring parties to reach a settlement. In Hanoi, the Seventh
  20. Congress of the Vietnamese Communist Party dismissed Foreign
  21. Minister Nguyen Co Thach, a man China viewed as its principal
  22. antagonist in the region. It is widely believed that his
  23. departure will make Beijing, the chief supporter of the Khmer
  24. Rouge -- which ruled Cambodia from 1975 to 1978 -- more willing
  25. to nudge the guerrillas to accept a compromise.
